Bhubaneswar: Speaking at the fifth edition of the E3 conference (Energise, Empower, Excel), Additional Chief Secretary of the Energy and Electronics & IT Department, Government of Odisha, Shri Vishal Kumar Dev, outlined the state’s strategic evolution into a premier destination for clean energy generation and high-tech electrical equipment manufacturing.
Addressing industry leaders, equipment manufacturers, and global investors, ACS Shri Dev emphasized that Odisha is positioning itself at the forefront of India’s green energy transition. The state has established an ambitious target to add nearly 11 gigawatts of renewable energy capacity by 2030, leveraging its natural potential across solar, floating solar, hydro, and pumped storage energy projects.
Highlighting the state’s competitive edge, ACS Shri Dev stated that Odisha offers some of the lowest industrial power tariffs in the country alongside structured fiscal support. Key measures include capital investment subsidies, long-term state tax reimbursements, power tariff concessions, and complete waivers on electricity duties for clean energy ventures and manufacturing units. Odisha’s strong fiscal position ensures that all committed incentives are delivered reliably without procedural delays.
Infrastructure readiness remains a cornerstone of the state’s industrial push. Odisha is establishing plug-and-play manufacturing parks, long-term land leasing frameworks tailored to energy project timelines, and common utility setups delivered directly to project sites. Supported by workforce initiatives under the Skilled in Odisha program, the state produces a vast pool of technical graduates and engineers annually to support advanced manufacturing operations.
Organized with industry partners including the Indian Electrical and Electronics Manufacturers’ Association (IEEMA), the E3 conference serves as a key platform for advancing energy sector dialogue. ACS Shri Dev urged global equipment manufacturers and clean technology investors to establish operations in Odisha, pointing to transparent governance, ease of doing business, and proactive state support for a modern, sustainable energy ecosystem.
