Bhubaneswar: In a major move to transform urban transit and support the long-term transportation goals of the state capital, the Government of Odisha has sanctioned a massive infrastructure overhaul for the Jaydev Vihar to Nandankanan road corridor. The Works Department has accorded administrative approval of over 949 crore rupees for the comprehensive improvement of this 9.5-kilometer stretch, which spans from Kalinga Stadium Gate Number 4 to the Raghunathpur bridge.
This mega infrastructure push is the result of a coordinated effort by Chief Minister Shri Mohan Charan Majhi, Minister for Works, Law, and Excise Shri Prithiviraj Harichandan, and Principal Secretary of Works Shri Sanjay Kumar Singh, who have worked in tandem to fast-track the grand vision for a congestion-free capital city.
The corridor is designed to function as a crucial arterial route linking Bhubaneswar and Cuttack, easing daily commutes across major residential zones, commercial centers, institutional areas, and business hubs. The state cabinet has approved the lowest turnkey bid submitted by Dineshchandra R Agrawal Infracon Private Limited, amounting to 579 crore rupees excluding GST, to execute the engineering and construction works. The entire project is slated for completion within a strict timeline of 24 calendar months.
The visualization of this project dates back to the tenure of Shri Sanjay Kumar Singh, the current Principal Secretary of the Works Department, during his days as the Vice Chairman of the Bhubaneswar Development Authority, where he championed urban planning initiatives aimed at beautifying the capital and resolving its worsening traffic bottlenecks.
Under the approved plan, the existing six-lane road will be widened into an expansive eight-lane main carriageway, complemented by 5.5-meter service roads and 7.5-meter wide slip roads. To ensure the complete decongestion of the corridor and eliminate traffic conflict zones where accidents frequently occur, the project incorporates a series of strategic grade-separated junction improvements. These include a landmark cable-stayed bridge at Jaydev Vihar, alongside multi-level flyovers at Kalinga Hospital Square, Damana Square, and KIIT Square. The structural upgrades will also extend to the Kalarahanga junction, alongside the construction of roundabouts, minor bridges, and advanced cross-drainage systems.
Beyond expanding vehicular capacity, the transit model focuses heavily on modern urban mobility and safety. The design features integrated subways, dedicated pedestrian infrastructure, and underground parking bays combined with transit-oriented commercial developments at key junctions. Modern road furniture, safety markings, sophisticated bridge lighting, and corridor beautification are also embedded into the blueprint.
Environmental sustainability is another core component of the development plan. The state has made extensive provisions for an avenue plantation program running the entire length of the project corridor. To ensure accountability and long-term infrastructure quality, both the structural maintenance and the upkeep of the green cover have been tied to a strict 10-year defect liability and maintenance period. Once completed, the revamped corridor is expected to provide uninterrupted regional connectivity toward Baranga and Cuttack, drastically reducing travel times while establishing a safe, future-ready framework for Bhubaneswar’s rapid urban growth.
