Odisha Constitutes CM’s Economic Advisory Council

Bhubaneswar: Odisha Government has officially constituted the Chief Minister’s Economic Advisory Council (CM-EAC). Principal Secretary Department of Finance Shri Sanjeeb Kumar Mishra has notified the constitution of CM-EAC on 25 September.

The primary objective of the newly formed body is to provide strategic, data-driven, and evidence-based economic counsel to Chief Minister Shri Mohan Charan Majhi

This advisory initiative is structured to support the state government’s ambitious long-term strategic vision. Specifically, it aims to guide the state toward transforming into Samruddha Odisha, targeting a USD 500 billion economy by the year 2036, and ultimately achieving Vikshit Odisha status with a USD 1.5 trillion economy by 2047.

The council brings together a mix of domain specialists and senior state officials. The prominent expert members selected to serve on the advisory board include former Chief Secretary of Odisha Dr. Jugal Kishore Mohapatra, former Paradip Port Authority Chairman Shri Santosh Kumar Mohapatra, former Union Agriculture Secretary Dr. Shobhana Kumar Pattanayak, former IMF Fiscal Affairs Department Senior Economist Shri Arbind Modi, ICRIER Distinguished Visiting Professor Dr. Deepak Mishra, University of Hyderabad Economics Professor Shri Srijit Mishra, and Sarvam AI Co-founder and CEO Shri Pratyush Kumar.

Ex-officio members serving on the council include the Chief Secretary, Shrimati Anu Garg, Development Commissioner-cum-Additional Chief Secretary,Shri Deo Ranjan Kumar Singh and Principal Secretary, Finance Department, Shri Sanjeeb Kumar Mishra, who acts as the Member-Secretary. The Director of Budget will serve as the Convenor.

The designated expert members will serve a term of two years in an honorary capacity. The Finance Department will act as the administrative secretariat for the council, which is mandated to convene meetings at least once every six months.

The terms of reference outline several core responsibilities for the advisory council. These include monitoring global, national, and macroeconomic trends to evaluate their direct impact on the state’s economy.

The council is tasked with advising on policy reforms in emerging domain spaces, including artificial intelligence, green energy transitions, climate resilience, the digital economy, the blue economy, and tech-driven governance.

Furthermore, members will formulate recommendations to drive sustainable growth, job creation, industrial expansion, human capital development, MSME scaling, and state competitiveness to ensure Odisha’s long-term target visions are met efficiently.
