Cabinet Approves Fisheries Service Rules

Bhubaneswar: The State Cabinet has officially approved the Odisha Fisheries Service Recruitment and Conditions of Service Rules, 2026 The proposal, placed by the Fisheries and Animal Resources Development Department, aims to formally implement a newly restructured cadre and establish a comprehensive framework to regulate recruitment, seniority, and service conditions for officers within the service.

The decision comes in response to a significant workload increase in the sector as the state pursues ambitious growth targets under its Blue Economy initiatives, which include focused interventions like the Odisha Deep Sea Fishing Mission and the Odisha Shrimp Mission.

According to the Odisha Vision by 2036, the state envisions achieving 33 lakh metric tonnes of fish production and 25,000 crore rupees in seafood exports.

The government expects this growth to drive substantial employment generation and economic development through expanded aquaculture, processing, value addition, and enhanced market access.

To support these goals and ensure the swift delivery of public services, the state government previously expanded the sanctioned strength of the Odisha Fisheries Services cadre from 617 to 835 posts.

The newly approved rules provide the solid statutory legal backing required to manage this expanded cadre effectively.

Among the key highlights of the 2026 rules is a streamlined recruitment process that explicitly regulates the induction of officers, including newly created Group A positions such as Block Fisheries Officer and Assistant Director of Fisheries at Pay Level-12.

The rules also establish transparent, well-defined guidelines for promotions to ensure equitable and improved career progression opportunities for personnel within the cadre.

Furthermore, the formal legal structure is expected to boost overall departmental efficiency by enabling the timely deployment of technical and administrative personnel to critical field-level positions. This will strengthen vital field operations, including disease control and resource conservation.
