Bhubaneswar: Following the national directive issued by Union Home and Cooperation Minister Shri Amit Shah, the cooperative banking sector in Odisha is accelerating its transition toward a unified, secure digital ecosystem. The Union Minister recently outlined a comprehensive modernization roadmap mandating that all cooperative banks implement shared digital platforms, robust cybersecurity systems, and common service frameworks immediately to protect depositors and enhance financial inclusion.
As part of this digital transformation, rural cooperative banks in Odisha are actively preparing to integrate with the newly approved Sahkar Sarathi platform. Managed through Nabard with regulatory clearances, Sahkar Sarathi provides crucial backend infrastructure such as Core Banking Solutions, Unified Payments Interface connectivity, and identity-enabled digital payment systems.
Shri Manish Agarwal, Registrar of Cooperative Societies, Odisha and Managing Director of the Odisha State Co-operative Bank, is implementing Union Minister Shri Amit Shah’s directions in letter and spirit, according to OSCB officials.
Under his leadership, the state is rapidly coordinating with central nodes and local training bodies to ensure the deployment deadlines and security benchmarks are met seamlessly across all rural and urban branches.
This transition is heavily backed by the Union Government, which recently allocated 36.14 crore rupees under the Primary Agricultural Credit Society computerization project specifically for Odisha, alongside an additional 2.20 crore rupees dedicated to updating the State Registrar of Cooperative Societies offices. To support the technical rollout on the ground, the state has already entered a memorandum of understanding with Odisha Knowledge Corporation Limited to provide essential computer literacy and artificial intelligence awareness training to staff working across thousands of primary agricultural cooperative societies.
Concurrently, urban cooperative banks operating across Odisha are aligning with the National Urban Co-operative Finance and Development Corporation Limited, the designated umbrella organization for the urban cooperative banking sector. Through this national node, urban cooperative institutions gain seamless access to localized digital innovations including the Sahakar DigiPay payment system and the automated Sahakar DigiLoan platform. These shared resources allow even smaller urban banks to satisfy modern regulatory standards without facing prohibitive development costs.
To combat rising digital threats across both tiers, Odisha cooperative financial institutions are adopting the centralized fraud risk frameworks highlighted by the Home Ministry, specifically utilizing advanced tools like MuleHunter.AI integrated with the Indian Cyber Crime Coordination Centre to actively detect suspicious transactions. Government updates show that the Sahkar Sarathi network intends to expand its live digital services to at least 100 cooperative banks by August 2026, creating a highly standardized and secure financial safety net for depositors throughout the region.
