NCSC Chief Meets Governor

Kolkata: A high-level delegation from the National Commission for Scheduled Castes (NCSC), led by Chairman Shri Kishore Makwana, met with the Governor of West Bengal, Shri R.N. Ravi, at Lok Bhavan. The meeting focused on addressing educational backwardness and the increasing reports of atrocities against Scheduled Caste (SC) communities within the state.

During the discussion, Governor Shri Ravi expressed concern regarding the educational status of SC citizens and suggested that the NCSC conduct a comprehensive study to determine why dropout rates remain high among SC students. He urged the Commission to prioritize policy matters that foster social change and assist in integrating these communities into the national development narrative.

Regarding legal protections, NCSC Member Dr. Partha Biswas called for a stronger judicial framework to handle atrocities. The delegation proposed the establishment of exclusive Special Courts to accelerate the disposal of complaints and the appointment of dedicated Special Public Prosecutors in West Bengal courts to ensure justice for victims.

NCSC Secretary Shri Guddey Srinivas provided an update on the commission’s e-portal, noting that the regular disposal of pending cases is an ongoing priority.

Shri Srinivas informed about the specific nature of complaints processed through the commission’s digital infrastructure.

He detailed the functioning of the NCSC’s e-GMP (Electronic Grievance Management Portal), which serves as the primary platform for dealing with grievances submitted to the Commission.

A central point of his briefing was the management of the Commission’s workload, where Shri Srinivas emphasized that the regular disposal of a significant number of pending cases is an active and ongoing process.

This digital approach is intended to streamline the handling of complaints and ensure that issues facing Scheduled Castes are addressed systematically.

The Governor assured the delegation of his support in coordinating with state authorities to address these systemic gaps. The NCSC concluded by reaffirming its commitment to protecting the constitutional rights of Scheduled Castes in West Bengal.
