Bhubaneswar: In a move aimed at bolstering emergency medical transport services across the state, the Odisha Government is set to integrate private ambulance operators into the Odisha Yatri App platform. This initiative promises to create a seamless, technology-driven system for citizens to easily access and book ambulance services, particularly crucial for enhancing last-mile healthcare delivery.
The strategic decision was reached during a high-level meeting chaired by Usha Padhee, Principal Secretary of the Commerce & Transport Department, and Aswathy S., Secretary of the Health & Family Welfare Department. Discussions centered on establishing a comprehensive regulatory framework to govern private ambulance operations throughout Odisha.
Officials present at the meeting emphasized the critical role private ambulances play in bridging vital healthcare gaps, especially in remote and underserved areas. Recognizing this, the focus was placed on ensuring greater transparency, consistent operational standards, and improved accessibility for citizens.
A key outcome of the joint meeting was the decision to launch a state-wide registration drive, operating in campaign mode, to bring all private ambulances under a unified, standardized platform. This drive will facilitate the creation of a verified database, streamline regulatory enforcement, and enable efficient, real-time deployment of ambulance services when needed most.
To encourage participation and adherence to service guidelines, the government is considering incentivizing private ambulance operators who register and comply with the evolving framework. This approach, combining regulatory clarity with positive reinforcement, is expected to foster broader engagement and voluntary compliance within the sector.
The integration will be underpinned by robust enforcement mechanisms designed to curb unauthorized or exploitative practices. Furthermore, all registered ambulances will be equipped with the Vehicle Location Tracking System (VLTS), enabling GPS-based monitoring for quicker emergency response times and efficient coordination.
In a significant step towards safeguarding citizens from unfair pricing, the departments also proposed the development of a Standard Operating Procedure (SOP) for fare regulation. The envisioned fare structure will be indexed to the Consumer Price Index (CPI), ensuring fairness and affordability of ambulance services across different times and geographical locations within the state. This initiative marks a significant stride towards a more organized, accessible, and reliable emergency medical transport network for the people of Odisha.
