Thrust On Waste Management

Bhubaneswar: Principal Secretary, Housing & Urban G Mathi Vathanan has directed District Collectors to implement the strategy for better management of Construction and Demolition Waste and urged upon the implementation of the same on priority basis.

The strategy for effective management of Construction and Demolition Waste (C&D Waste) emphasises on the roles and accountability of waste generators and various stakeholders, thrust to segregation, recovery, reuse and recycle of Construction and Demolition waste.

The Department has restored faith once again on Mission Shakti Members/Groups/Federations or Transgender Groups/Members for decentralised and effective management of the C&D waste in the ULBs. The members of Mission Shakti Groups / Transgender Groups assigned shall collect the C&D waste from the waste generators and transport the same to processing facility. Decentralised facilities (up to 5 TPD processing capacity) shall be established and managed in Partnership with the Mission Shakti Groups / Transgender Groups.

As per the Strategy, The District Collector will provide suitable sites to Urban Local Bodies for setting up of the facility for storage, processing and recycling for construction and demolition waste. It is to mention here that as a development of this, designated sites are identified and Coordinates details have been web-hosted too in the Department website.

Waste Generators have a big role to play towards better management of C & D waste.  Waste generators who generate more than 20 MT or more in one day or 300 MT per project in a month shall submit waste management plan to the ULB concerned before undertaking any construction or demolition activity.

On receipt of the plan, ULB shall examine and sanction the waste management plan within a period of one month from the date of receipt. Waste generators shall have to pay for the processing and disposal of C&D waste generated by them, apart from the payment for storage, collection, and transportation of C&D waste to the designated site as notified by the ULB.

Further the Ward Committee shall take steps to identify the orphaned C&D waste within its respective jurisdiction and inform the ULB for transportation to designated site.

A Surveillance Team constituted by the ULB shall have overall responsibility of lifting the orphaned C&D waste and dispose it off appropriately.

Though initially Urban Local Bodies shall establish and run the facility but the idea is to entrust Mission Shakti Group / Transgender Group with the entire responsibility of management in coming days.

It is expected that the strategy would go a long way to ensure better management of Construction and Demolition waste in the urban areas of the State.
