PAI Wins Gold

New Delhi: The Ministry of Panchayati Raj achieved a historic milestone as its pioneering data framework, the Panchayat Advancement Index, was selected for the prestigious Gold Award in the National Awards for e-Governance 2026. The framework topped Category VII, which recognizes excellence in digital transformation by use of data analytics in digital platforms by central ministries, states, and union territories.

The coveted Gold Award, which carries a trophy, a citation, and an incentive of rupees ten lakh for further public welfare and project implementation, will be officially conferred during the 29th National Conference on e-Governance. The high-level conference is scheduled to take place on July 1 and 2, 2026, in the historic city of Jaipur, Rajasthan. Jointly organized by the Department of Administrative Reforms and Public Grievances and the Ministry of Electronics and Information Technology, in collaboration with the Government of Rajasthan, this year’s event centers around the futuristic theme of Viksit Bharat 2047: AI Enabled, Data Driven and Secure Digital Governance. Out of numerous nationwide submissions, only 17 exceptional initiatives across seven categories secured a spot in this year’s honors list.

Highlighting the transformative vision behind the initiative, Shri Sushil Kumar Lohani, Additional Secretary in the Ministry of Panchayati Raj, noted that the Panchayat Advancement Index stands as the country’s very first nationwide, objective mechanism to measure and rank grassroots performance. By mapping out the developmental trajectory of more than 2.6 lakh Gram Panchayats, the system aligns local governance directly with the national vision of sustainable progress.

The Index operates as a comprehensive evaluation tool, mapping local bodies across all nine critical themes of the Localisation of Sustainable Development Goals. These foundational themes cover essential socio-economic metrics including poverty alleviation, public health, child welfare, clean water access, environmental sustainability, infrastructural growth, social justice, good governance, and women’s empowerment.

The upgraded framework, PAI 2.0, represents a significant technological leap forward. It evaluates the vast network of rural bodies against 150 meticulously selected indicators and 230 individual data points. Based on their final composite scores, Gram Panchayats are systematically divided into five distinct performance tiers to encourage constructive competition and guide target-oriented developmental interventions:

Achiever: For exemplary performance scoring 90 and above. Front Runner: For strong performers scoring between 75 and under 90. Performer: For steady, mid-tier bodies scoring between 60 and under 75. Aspirant: For developing areas scoring between 40 and under 60. Beginner: For nascent areas scoring below 40.

Beyond mere ranking, these objective scores form the transparent foundation for the prestigious National Panchayat Awards. Through this mechanism, top-performing local bodies receive significant financial incentives ranging from rupees fifty lakh to rupees five crore, transforming administrative excellence into direct funding for rural citizens.

The framework has gained massive traction, securing data submission from 33 States and Union Territories. PAI 2.0 recorded an overwhelming participation rate of 97.3 per cent, encompassing 2,59,867 Gram Panchayats, which marks a substantial upgrade from the 80.79 per cent participation seen during its initial pilot phase.

The index acts as a crucial knowledge resource for a massive network of rural citizens, elected representatives, local administrative functionaries, and block or district planners. On a macro level, it guides data-driven policymaking for premier institutions like NITI Aayog, the Ministry of Statistics and Programme Implementation, central ministries, state line departments, international United Nations agencies, and civil society organizations.

Crucially, the platform promotes ultimate civic transparency. Any citizen can log onto the dedicated portal at pai.gov.in without requiring any credentials or login passwords. This public access enables rural residents to instantly evaluate their local council’s performance standings, pinpoint areas of improvement, and participate as active, informed stakeholders in the development of their villages.
