Bhubaneswar: In a significant stride towards achieving the “Viksit Odisha @ 2036 vision,” the State Cabinet today approved the ambitious “Mukhyamantri Sahari Bikash Yojana (MSBY).” This new scheme, with a proposed outlay of Rs. 6000 crore over five financial years (2025-26 to 2029-30), aims to revolutionize urban infrastructure and foster a sustainable revenue model through an integrated approach to urban development.
Chief Secretary Manoj Ahuja briefed Media after the Cabinet Meet. For the current financial year 2025-26, a substantial sum of Rs. 1100 crore has already been allocated in the annual budget to kickstart the scheme’s implementation, informed he.
The MSBY is set to bring about a comprehensive transformation across various facets of urban life, encompassing a wide array of initiatives:
- Robust Urban Infrastructure: The scheme prioritizes the development of essential general and revenue-generating infrastructure. This includes modern Kalyan Mandaps/Multi-Purpose halls, Town halls, Crematoriums, Community centers, and Market complexes. Crucially, it also focuses on fundamental improvements like Roads & Drains, Parks, Multi Utility Commercial Complexes, Vending Zones, Fish and Weekly Markets, Neighborhood Marketplaces, and Parking places. Innovative additions such as Mini cold storage and EV charging stations are also part of the plan, alongside the development of micro tourism facilities.
- Boosting Urban Wage Employment: Beyond infrastructure, the MSBY will generate significant employment opportunities. Initiatives under this category include the creation of Miniparks, Open-air gyms, Child play stations, Walking tracks, Playgrounds, Open space developments, and crucial Afforestation activities. The scheme also includes the development of Bhogamandaps & Bhagabat Tungis and Rainwater harvesting structures, promoting both community well-being and environmental sustainability.
- Revitalizing Water Bodies: Recognizing the importance of urban water resources, the scheme includes dedicated efforts for the development of river waterfronts and other vital water bodies, aiming to enhance aesthetic appeal and ecological balance.
- Prioritizing Animal Welfare: A compassionate approach to urban living is also reflected in the scheme’s focus on animal welfare. This includes the development of Kanjiahudas/Goshalas and Pet care centers, addressing a critical need in urban communities.
Over the five-year period, the “Mukhyamantri Sahari Bikash Yojana” is projected to create a remarkable 50,000 various urban infrastructure projects. These projects are expected to provide wage employment to over 5 lakh skilled and unskilled laborers, significantly boosting the local economy and empowering urban communities. Furthermore, in a strong commitment to environmental protection and countering climate change, over 5,000 afforestation projects will be undertaken.
