MNRE Secretary Meets Solar Developers

New Delhi: In a significant move to accelerate India’s solar power development, a crucial meeting was held today at Atal Akshay Urja Bhawan, chaired by Shri Santosh Kumar Sarangi, Secretary of the Ministry of New and Renewable Energy (MNRE). The meeting brought together key stakeholders from the solar power sector to address and resolve a range of issues currently faced by developers.

The discussions covered various critical aspects of the renewable energy landscape, including challenges related to Renewable Energy Implementing Agency (REIA) bids, which are managed by designated bodies to procure renewable power through competitive bidding. Developers raised concerns regarding transmission and connectivity issues, which are vital for integrating solar projects into the grid.

A major point of discussion was the General Network Access (GNA) regulations, a framework that provides non-discriminatory access to the inter-state transmission system, and its implications for project execution. Additionally, the meeting delved into the specifics of Gas Insulated Busbar (GIB) technology, which is a critical component for power distribution in substations.

The meeting also focused on the Inter-State Transmission System (ISTS) waiver, a key incentive that has been instrumental in making renewable energy projects more financially viable by exempting them from transmission charges. Developers sought clarity and a way forward on its continuity and application.

The Approved List of Models and Manufacturers (ALMM) was another agenda item, where developers discussed the challenges in procuring solar modules and cells from the list, a mandate designed to promote domestic manufacturing and ensure quality.

Further discussions were held on the progress and challenges of Battery Energy Storage Systems (BESS) projects, which are crucial for grid stability and for making intermittent renewable energy sources dispatchable. The meeting also addressed specific issues concerning Captive and Commercial & Industrial (C&I) renewable energy projects, which are vital for businesses to meet their energy needs and sustainability goals.

Shri Sarangi emphasized the MNRE’s commitment to systematically address these issues and streamline the process for developers. The meeting concluded with a mutual agreement on a path forward for expeditious resolution of the highlighted challenges, signaling a proactive approach by the government to foster a conducive environment for the growth of the renewable energy sector in India.
