Bhubaneswar: For rationalization of transfer of teachers, the State Government has allowed MLAs and MPs to recommend transfer of 15 most deserving cases of transfer of teachers in their constituency in a year.      

School and Mass Education Department, Joint Secretary GC Singh has communicated this decision of the Government to the Directors of Secondary Education and Elementary Education.

“Government after careful consideration have been pleased to give discretion to  MPs/MLAs to recommend upto 15 most deserving cases of transfer of teachers (that shall include both Elementary & Secondary) pertaining to their constituency area, to the concerned Collector of the District, for disposal of the same by the District Level Transfer Committee (DLTC) during this transfer session, subject to some conditions,” Singh said.

The provision is a one-time measure, which is applicable only for the current Educational year, he said.

The transfer recommendation of MLA or MP should not violate the principle of rationalization and the discretion is applicable for intra-district transfer only.

“Priority should be given to the teachers with urgent need. No teacher should be transferred from the rural area to the urban area,” he said.

The proposals of the MPs/MLAs are to be submitted to the concerned District Collector and will be disposed of by the DLTC. Where the Parliamentary Constituency covers more than one district, the proposals will be submitted to the Nodal Collector (returning officer of that PC) under intimation to the other Collectors within the jurisdiction of that PC for disposal by respective DLTC(s), the guidelines said.

In case of MP (Rajyasabha), the transfer list will be submitted to the Director Secondary Education (DSE) under intimation to the Director Elementary Education (DEE).

The Director Secondary Education will forward the list to the respective Collectors under intimation to the DEE for disposal of the same by the DLTC(s).

All the proposals will be submitted and disposed of during this transfer session (15th May to 15th June) only.

As the government including School and Mass Education Minister Nityanand Gond has received a huge number of applications and recommendation letters from the elected public representatives on transfer of teachers, the Department has taken this decision, sources said.
