Fast Tracking Land Acquisition

Bhubaneswar: Dr.Arabinda Kumar Padhee, Additional Chief Secretary Revenue and Disaster Management has issued a high-priority directive to District Collectors to fast-track the abatement of land revenue and the correction of Record of Rights (RoR) in cases involving land acquisition.

ACS Dr.Padhee has formally communicated the need to align these corrections with the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act of 2013.

The department noted that a significant number of cases involving land revenue waivers and land record updates remain pending despite previous orders. This backlog has hindered the regular maintenance of land records and increased the risk of unauthorized or disputed land transactions. To resolve this, the government has set a strict deadline of May 30, 2026, for the completion of all pending revenue abatement and record correction tasks.

Under the new operational framework, District Collectors are required to set monthly targets for Tehsildars to ensure timely execution. Sub-Collectors have been tasked with the direct supervision of these activities. Monitoring will be further intensified with Revenue Divisional Commissioners reviewing progress every two months, while the Board of Revenue will conduct quarterly reviews and submit consolidated reports to the state government.

The directive emphasizes that Land Acquisition Officers must ensure that RoR modifications are finalized promptly following acquisition. This measure is intended to prevent the resale of acquired land and to maintain the integrity of the state’s land database.

Following the May deadline, all District Collectors must submit a detailed compliance report in a specific format to the Revenue Department by June 15, 2026. This initiative reflects the state government’s commitment to establishing a transparent, efficient, and accountable land administration system that protects the rights of landholders while streamlining public projects.
