Bhubaneswar: The Odisha Computer Application Centre has officially invited proposals from technology firms to integrate artificial intelligence into the state’s Government to Citizen service delivery framework.
This move, spearheaded by Additional Chief Secretary of Electronics and IT, Shri Vishal Dev, marks a significant shift in Odisha’s administrative strategy, aiming to automate routine interactions and reduce the turnaround time for public grievances and document processing.
Shri Vishal Dev has been a central figure in driving the state toward an intelligence-led economy, emphasizing the need for a sovereign AI hub and the implementation of a dedicated state AI policy. Under his leadership, the IT department is pushing for a transition where technology does not just support administration but actively enhances the quality of life for every citizen.
According to the request for proposal issued by the center, the selected agency will be responsible for developing an AI-driven platform that can understand and respond to regional languages, specifically Odia. The objective is to make digital services more accessible to rural populations who may struggle with complex online interfaces. The scope of work includes the creation of intelligent chatbots and virtual assistants capable of guiding citizens through application processes for birth certificates, land records, and various social welfare schemes.
Beyond simple communication, the initiative seeks to utilize predictive analytics to anticipate public needs and streamline resource allocation. By analyzing historical data from the Mo Sarkar and 5T governance initiatives, the AI systems are expected to identify bottlenecks in service delivery and suggest real-time interventions. Shri Vishal Dev has previously highlighted that the goal is to ensure services reach beneficiaries before they need to submit a formal request.
Technical requirements outlined in the document emphasize data privacy and the ethical use of AI. The Odisha Computer Application Centre has mandated that the proposed solutions must adhere to national data protection standards, ensuring that personal citizen information remains secure within the state’s digital infrastructure. The project also includes a component for training government officials to work alongside these new technologies, building on the specialized AI workshops already being facilitated by the department.
Industry experts view this development as a natural progression of Odisha’s digital transformation journey. By leveraging large language models and machine learning, the state hopes to set a benchmark for tech-enabled governance in India. The deadline for submission of bids has been set for the coming weeks, with the pilot phase of the AI-integrated services expected to roll out across select departments by the end of the current fiscal year.
