CM Warns BDOs

Bhubaneswar: Giving a clear message to the Babus who have not come forward from the lethargy of the BJD regime, Chief Minister Mohan Charan Majhi today warned of action against such Block Development Officers (BDOs.

Addressing a two-day state-level conference of Chief Development Officers (CDOs) and Block Development Officers (BDOs) here, the Chief Minister made it clear that inefficiency and partiality will no longer be tolerated.   

Shri Majhi said the officers failing to ‘shed old habits’ (of BJD regime) will not be forgiven.

“You have been given ample power and autonomy, now to use it for the people, not under pressure from anyone. I have come from the grassroots level, but officers must not mistake my simplicity for leniency. I will be very stern with those who do not adhere to discipline,” the CM has given a direct warning to the BDOs.

“Our blocks are the mirror of our administrative success. If the blocks work efficiently and people get the benefits of all the schemes, then it will be a proof of the efficiency of the government. Our aim should be to ensure that the people in the last rung of the society get all the basic amenities,” Shri Majhi said.

The Chief Minister further said that the success of the government depends on the successful implementation of all welfare schemes in the districts. All the developmental works reach the people only at the block level. District-level officers and employees have an important role to play in this direction. After District Collector at the district level, the Chief Development Officer and the BDO have a crucial role to play for successful execution of the welfare schemes at the ground level, he added.

“You are directly involved with the people at the field level. You know their advantages and disadvantages,” he said, adding, “So the main thing is that you should ensure reach of all the government schemes to the people. They should not be considered as objects of pity under any circumstances.”

Stating that the schemes are meant only for the people and it is their right, Shri Majhi said the BDO are the bridge between the government and the people. When the bridge is strong and wide, the communication system is good, he pointed out.

He advised the BDOs to think of themselves as a public servant and work accordingly.

“Prime Minister Narendra Modi has always called himself a Pradhan Sevak. I also consider myself a Pradhan Sevak of Odisha. You have been appointed to serve the people, so it is your responsibility to work with sincerity and with a service attitude,” he told the BDOs.

If the BDOs neglect their responsibility, strict action will be taken. Corruption or negligence will not be tolerated under any circumstances, he warned.

The Chief Minister said that he is working and will continue to work for many schemes like Pradhan Mantri Awas Yojana, Antyayodaya Gruha Yojana, Mahatma Gandhi National Rural Employment Guarantee Scheme, Rural Water Supply and Sanitation, Vikashit gaon Vikasit Odisha, Chief Minister’s Special Assistance, Subhadra, Vision 2036 and 2047, and he is responsible for successful implementation of these schemes.

While highlighting the implementation of MGNREGA, he said that under MGNREGS, at least 100 days of employment will be provided per year. He advised the officers to use workers instead of machines in all such works. This will provide employment to the people of the villages and will alleviate the problem of poverty, the CM said.

Panchayati Raj Minister Rabi Narayan Naik said that the development of the country will not happen without the development of the village, as per the ideas of the Father of the Nation Mahatma Gandhi.

On this occasion, Chief Secretary Manoj Ahuja said that in the roadmap of a developed Odisha, we have given priority to the development of the village. Therefore, it is your job to convey this mantra of development to the people in every block.
