Bhubaneswar: A high-level review meeting was held at Lok Seva Bhawan on June 20 to assess the progress of the ongoing Hi-Tech Survey and Settlement operations in Subarnapur district. The meeting was chaired by Dr. Arabinda Kumar Padhee, Additional Chief Secretary of the Revenue and Disaster Management Department.
During the session, Dr. Padhee comprehensively reviewed the execution of decisions from previous meetings alongside the current status of the survey work. He directed all concerned officials to ensure the operations are completed within the stipulated timeline, emphasizing the need for regular monitoring, inter-departmental coordination, and swift field-level execution. He called upon stakeholders to establish Subarnapur as a model district for the state in this domain.
Officials informed that out of 954 villages notified for the Hi-Tech Survey and Settlement in Subarnapur district, final publication of land records and maps has been achieved in 608 villages. Additionally, draft publication of land records has been completed in 834 villages, and Land Parcel Map distribution has been wrapped up in 899 villages.
Regarding public access and title distribution, the meeting revealed that the Record of Rights for 93 villages with completed final publications have been uploaded to the Bhulekh Portal, and land titles have been distributed to the owners. For the remaining 69 villages awaiting Unique Land Parcel Identification Number generation after final publication, the process is complete for 10 villages. ULPINs for the remaining villages will be generated and uploaded to the portal after Tahasil-level re-verification of the Record of Rights, followed by the distribution of land titles.
The review also highlighted field-level mobilization in alignment with a Memorandum of Understanding signed with M/S IIC Technologies. Required manpower was deployed on June 8, and ground work started at the Tahasil level on June 15. Currently, Survey Engineers and Data Entry Operators are active in Sonpur, Birmaharajpur, and Ulunda Tahasils. To speed up the operation, additional manpower will be deployed in the remaining three Tahasils starting June 22.
A month-wise action plan mapping out the remaining work between June and November of this year was presented. Following this roadmap, Dr. Padhee issued firm instructions to ensure the final publication of maps and land records for the remaining 346 villages is completed within the prescribed timeframe.
The meeting saw attendance from the Director and Additional Director of the Directorate of Land Records and Surveys, alongside senior officers from the Revenue and Disaster Management Department. Participating virtually were Shri Sangram Keshari Mohapatra, Revenue Divisional Commissioner (Northern Division), Dr. Nruparaj Sahu, Collector and District Magistrate of Subarnapur, and other district-level officials.
