Puri: As Puri prepares for the grand annual Rath Jatra scheduled from July 16 to 29, 2026, the Odisha Police has laid out a comprehensive, multi-layered security blueprint to ensure a safe and seamless experience for the millions of devotees expected to descend upon the holy town.
At the helm of this massive security operation are two of the state’s top cops, Additional Director General of Police for Modernization and CMD of the Odisha State Police Housing and Welfare Corporation, Shri Saumyendra Kumar Priyadarshi, and Inspector General of Police for the Central Range, Dr. Satyajit Naik. Known for their professional synergy, the two senior officers are working in close tandem to deliver a foolproof security cover.
Both officers share a deep, personal devotion to Lord Jagannatha, which infuses their official duties with a unique sense of dedication and empathy. This shared spiritual connection has translated into seamless working chemistry, enabling them to coordinate complex operational details with absolute precision.
The security arrangements for this year’s festival involve the mobilization of a massive force, including 220 platoons of police personnel alongside specialized tactical units. In total, approximately 13,000 security personnel, including 15 companies of the Central Armed Police Forces such as the CRPF, BSF, and the Rapid Action Force, are being deployed across Puri. The security framework also incorporates National Security Guard commandos, Special Operations Group teams, and K-9 sniffer dog squads to establish a tight, multi-layered security grid. Airspace safety is being managed through anti-drone systems, while joint sea patrolling by the Indian Navy, Indian Coast Guard, and the state marine police secures the coastline.

Shri Saumyendra Kumar Priyadarshi indeed holds the distinction of having the longest and most extensive experience within the Odisha Police cadre when it comes to managing the monumental security, crowd dynamics, and logistics of the Puri Rath Jatra. Having overseen the festival across multiple decades in various capacities—ranging from field deployments to top-tier command roles—his deep understanding of Puri’s unique topography and crowd behavior is unparalleled.
In this extensive operation, Shri Saumyendra Kumar Priyadarshi brings his vast experience in police modernization and crowd dynamics to the table. During high-level review meetings, Shri Priyadarshi has emphasized the critical importance of absolute vigilance and high-tech coordination. His role focuses heavily on leveraging advanced surveillance infrastructure, including integrating extensive closed-circuit television networks stretching from Uttara Square to Puri, and ensuring that technical teams remain operational even under adverse weather conditions. He has instructed the personnel to manage the massive crowd with a blend of strict discipline and empathetic public service, reminding officers that the ultimate goal is for every pilgrim to return home safely with a satisfying spiritual experience.

Dr. Satyajit Naik, as the IGP of the Central Range, holds the direct ground responsibility for executing this massive security plan across critical districts, including Puri. Dr. Naik has been actively leading police-magistrate coordination meetings on the ground to streamline the division of duties and ensure zero-error execution. His focus is directed toward practical crowd control, preventing stampedes along the three-kilometer Grand Road, and managing the 28 designated evacuation points and 70 police aid posts. Under his supervision, traffic regulations and parking facilities have been optimized to prevent congestion, and special assistance desks have been set up to aid senior citizens, women, and children.
This extensive institutional memory is precisely why the state government repeatedly entrusts him with the role of Overall In-Charge for general police arrangements. His long-standing track record allows him to anticipate operational bottlenecks before they occur, making his synergy with Dr. Satyajit Naik even more effective. While Dr. Naik ensures active, meticulous enforcement across the Central Range, Shri Priyadarshi uses his decades of experience to design the macro-level security grid, ensuring that traditional crowd management practices blend seamlessly with modern tech interventions like the Integrated Command and Control Centre.
Together, the synchronized efforts of Shri Priyadarshi and Dr. Naik, driven by their shared devotion and professional commitment, are ensuring that the administrative and tactical aspects of the Rath Jatra security operate as a single, well-oiled machine, promising a secure environment for all devotees.
