Bhubaneswar: Revenue and Disaster Management Minister Shri Suresh Pujari chaired a high-level review meeting at Loka Seva Bhawan to overhaul the inspection and monitoring framework of the Inspector General of Registration administration.
Additional Chief Secretary of Revenue and Disaster Management Dr. Arabinda Kumar Padhee outlined the points for discussion.
The core focus of the meeting was the implementation, management, and maintenance of a smart surveillance system equipped with advanced CCTV cameras across all registration offices in Odisha.
The Minister emphasized strengthening the security infrastructure through integrated monitoring to guarantee corruption-free and citizen-centric public services.
During the detailed deliberations, the Revenue Minister pointed out that middlemen who visit registration offices repeatedly without valid reasons are the primary catalysts for corruption. To eliminate this influence, the state will deploy Artificial Intelligence integrated with the smart surveillance system to identify, track, and penalize unauthorized intermediaries. The administration aims to completely decouple property transaction and registration processes from middleman interference, ensuring a transparent and clean revenue system.
Following its rollout in registration offices, the smart surveillance network will expand to all revenue offices, tehsils, and revenue inspector units. Beyond curbing corruption, the technology will monitor the daily attendance and working hours of administrative officials and staff, including real-time tracking during field visits.
A dedicated control room with upgraded capacities will facilitate real-time monitoring, which will be periodically reviewed directly by the minister and the additional chief secretary at the state headquarters. Additionally, service providers will be engaged regularly to enhance system efficiency, while bar association members, lawyers, and related stakeholders will be pre-registered and sensitized to cooperate with the new system.
