Bhubaneswar: Government of Odisha, an integrated transfer policy has been established to streamline human resource management within the state’s engineering cadres.

The primary focus of this framework is to introduce institutional objectivity, reduce discretionary decision-making, and enforce uniform tenure limits for officers operating under the Odisha Engineering Service and Odisha Diploma Engineer Service.

By replacing arbitrary movements with a structured, committee-driven approach, the policy aims to foster transparency and elevate accountability in public works administration.

The operational core of this policy relies on two distinct tiers of the Engineering Establishment Committee to manage transfer recommendations based on official hierarchy. The higher-level committee oversees senior leadership ranks, including Chief Engineers, Additional Chief Engineers, Superintending Engineers, Executive Engineers, and Assistant Executive Engineers.

This senior panel is chaired by the Principal Secretary of the Department of Works and includes the Engineers-in-Chief representing Roads, Rural Development, and National Highways.

For the lower cadre, consisting of Assistant Engineers and Junior Engineers, a separate committee is positioned at the office level of the Engineer-in-Chief for Roads. This second panel is chaired by the respective Engineer-in-Chief and comprises Chief Engineers from various technical wings of the department.

Beyond institutional oversight, the framework implements rigid spatial and temporal guardrails to govern field postings. Engineers will generally undergo routine rotation after completing a standard three-year tenure at any single station. Furthermore, a strict cumulative cap is set at a maximum of six years for any officer within a single revenue district.

To prevent local conflicts of interest and maintain impartiality, Superintending Engineers and Executive Engineers are explicitly restricted from serving within their home districts. Similarly, Assistant Engineers and Junior Engineers under the diploma service cadre are barred from being posted within their native sub-divisions, completing a comprehensive systemic reform aimed at clean and structured governance.
