Bhubaneswar: Odisha has already registered approximately 18 lakh farmers under the registry. While the initial goal was set at 44 lakh, the realistic target is expected to settle between 35 and 38 lakh farmers based on current PM-KISAN KYC data.
Additional Secretary, Ministry of Agriculture and Farmer’s Welfare, Dr. Pramod Kumar Mehrda recently noted the State’s positive momentum while advising a further push to hit total saturation.
Taking Dr.Mehrda’s Mantra seriously, Shri Sachin Ramachandra Jadhav, Secretary of Agriculture and Farmers’ Empowerment, is driving Odisha’s aggressive push toward full saturation of the AgriStack Farmers’ Registry by the August 31, 2026 deadline. As the administrative head of this mission, his consistent monitoring and strategic intervention have been central to the state’s rapid enrollment progress.
The state has successfully registered approximately 18 lakh farmers. Shri Jadhav has focused heavily on refining the operational execution of the drive, recognizing that success relies on motivating grass-roots workers. To that end, he facilitated the enhancement of remuneration for field-level functionaries, including Village Agriculture Workers and CSC operators, effectively accelerating the daily pace of digital enrollments across all districts.
A key focus area for Shri Jadhav is overcoming the structural bottleneck of verifying Records of Rights. He is actively steering the inter-departmental coordination between the Agriculture and Revenue Departments to clean up land data and simplify the onboarding process for actual cultivators.
His proactive management and hands-on implementation of these digital extension frameworks have earned explicit appreciation from Dr. Pramod Kumar Mehrda, Additional Secretary, Ministry of Agriculture and Farmer’s Welfare, Government of India, during recent review assessments.

With major central and state financial safety nets like PM-KISAN and CM-KISAN transitioning toward mandatory Farmer ID verification, AGRI Secretary Shri Jadhav’s regular oversight ensures that Odisha’s rural economy remains protected and ready for seamless, tech-driven governance.
To speed up the enrollment process, the state government has increased the remuneration for field-level workers, including Village Agriculture Workers and CSC operators. To tackle the primary hurdle of outdated or unavailable Records of Rights, the Agriculture Department is actively collaborating with the Revenue Department to streamline land record verification.
The initiative is receiving intense administrative backing. Chief Minister Shri Mohan Charan Majhi and Chief Secretary Shrimati Anu Garg have engaged directly with district Collectors to prioritize the rollout. Concurrently, Deputy Chief Minister Shri Kanak Vardhan Singh Deo is regularly monitoring.
This coordinated push is vital, as the registry will soon serve as the central portal for distributing all major farmer-centric benefits and schemes.
