E-Lottery For Minor Minerals

Bhubaneswar: The State Government will introduce the e-lottery system for the allotment of quarry leases to address the current supply and demand scenario for sairat sources.

Odisha Cabinet chaired by Chief Minister Shri Mohan Charan Majhi approved the proposal presented by Department of Steel & Mines.

This new system is expected to expedite the allotment and operationalization of minor mineral sources, helping to mitigate the supply-demand gap and ensure a reasonable cost for minor minerals.

New provisions have also been introduced to allow a project proponent to use minor minerals won during the execution of public works in private land and IDCO leased land.

Furthermore, the amended rule includes provisions for enforcement and prevention of illegal mining. The rule also incorporates a maximum rate capping provision for minor minerals.

These amendments will be made to the OMMC Rules, 2016, following the approval of the Cabinet.

The key provisions of the OMMC Rules, 2016 amendments include:

  • Introducing the e-lottery system for allotment of quarry leases in the State.
  • Expediting the allotment and operationalization of minor mineral sources.
  • Mitigating the supply-demand gap with a reasonable cost of minor mineral.
  • Allowing the project proponent to use minor mineral won during the execution of public works in private land and IDCO leased land.

The overall aim of the new system is to ensure the supply of minor minerals at a reasonable and affordable price.
