Bhubaneswar: Odisha Cabinet has decided to adopt the Water (Prevention and Control of Pollution) Amendment Act, 2024 (No. 5 of 2024), enacted by the Parliament of India under Article 252 of the Constitution. This proactive step aligns with the State’s commitment to promoting sustainable development, enhancing the ease of doing business, and strengthening environmental governance.
Chief Secretary Shri Manoj Ahuja briefed Media and said that the State Government’s move is aimed at streamlining the regulatory framework while ensuring robust environmental protection. The Amendment Act introduces significant changes, notably the decriminalization of minor offenses. This measure is expected to reduce the regulatory burden on industries, allowing the State Pollution Control Board to focus more intently on compliance and effective pollution monitoring, rather than punitive actions for minor infractions.
A key procedural change introduced by the amendment is the prescribed method for the appointment of the Chairperson of the State Pollution Control Board. This is intended to ensure operational efficiency and the uniform application of environmental laws, which is vital for sustainable industrial growth.
For Odisha, the adoption of this Act offers several substantial benefits. It is set to improve the “Ease of Doing Business” by fostering better compliance and promoting decentralization of the Act’s implementation. Furthermore, it strengthens the State’s environmental governance capabilities by focusing resources on safeguarding water resources.
