Wait For PMAY-U Funds

New Delhi: The State Government is yet to get Rs 1050.28 crore from Centre under the Pradhan Mantri Awas Yojana-Urban (PMAY-U).

The Union Government has sanctioned housing projects worth Rs 2871.66 crore for Odisha under PMAY-U from 2017 to 2023 (as on February 6, 2023), of which central assistance of Rs 1821.38 crore has been released to the State, so far.

This was informed by Union Minister of State for Housing and Urban Affairs, Kaushal Kishore in Rajya Sabha, recently. While giving a written reply to a question of BJD MP Amar Patnaik, Shri Kishore said the Centre has Rs 2,871.66 crore for construction of 1,88,314 PMAY-U houses in the six years.

Out of the sanctions amount, Rs 1821.38 crore has been released to Odisha and the State has completed 1,18,555 houses under the scheme so far, he said.   

The Centre has sanctioned an amount of Rs 464.46 crore for construction of 31,351 houses under PMAY-U during 2017-18. However, the State has received only Rs 157.38 crore during the year.

Similarly, against the sanctioned amount of Rs 737.38 crore, the Union Government has released only Rs 411.78 crore to the State in 2018-19.

The State was able to receive a higher amount of Rs 320.97crore and Rs 386.39 crore against the sanctioned allocation of Rs 190.08 crore and Rs 331.50 crore during the financial years 2019-20 and 2020-21, respectively.

Further, the highest amount of Rs 1119.93 crore was approved for the State under PMAY-U in the year 2021-22. However, the Centre has released only Rs 333.66 crore this year. Due to such drastic fund flow, only 10,350 houses were constructed against the sanctioned houses of 74,789.

In the current financial year, the state has received Rs 211.20 crore against the sanctioned amount of Rs 28.31 crore. As the fund flow increases, the construction of housing units has also increased this year. Against 1413 houses sanctioned in 2022-23, the State Government has completed 18,947 houses till February 6, 2023.

States/Union Territories (UTs), including the State of Odisha, have been advised to expedite the construction of sanctioned houses so that all houses are completed within the stipulated timeline as per respective Detailed Project Reports (DPRs) and delivered to eligible beneficiaries, the Union Minister said in his reply.

Shri Kishore said his Ministry regularly monitors the progress of implementation of the scheme through periodic review meetings/video-conferencing with States/UTs and field visits.

PMAY-U has been extended up to December, 2024, except Credit Linked Subsidy Scheme vertical, to complete the sanctioned houses without changing its funding pattern and implementation methodology, he added.
