Vishal Dev: Steering Odisha’s Electronics Revolution

Bhubaneswar: Odisha is set to solidify its position as a burgeoning hub for electronics manufacturing and innovation, with a high-level investment promotion event scheduled for June 26, 2025, in Bhubaneswar. Spearheading this significant initiative is Shri Vishal Kumar Dev, Principal Secretary, Energy, Electronics & Information Technology Department, Government of Odisha, who will grace the event as the Chief Guest, underscoring the state’s commitment to technological advancement.

The event, a collaborative effort between the Manufacturers’ Association for Information Technology (MAIT), the Ministry of Electronics and Information Technology (MeitY), Government of India, and the Electronics & IT Department, Government of Odisha, aims to attract focused investments under MeitY’s ambitious Electronics Component Manufacturing Scheme (ECMS). This flagship scheme is designed to bolster India’s manufacturing value chain and foster self-reliance in the critical component sector.

Shri Dev’s leadership has been instrumental in charting Odisha’s course in the Electronics System Design and Manufacturing (ESDM) sector. His proactive approach is evident in recent initiatives, including the “Odisha Advantage: Fueling Your ESDM Vision” workshop, which sought direct feedback from industry stakeholders to refine the state’s electronics policy. Under his guidance, the proposed policy revisions include vital exemptions on land premiums, power subsidies, stamp duty waivers, and incentives for human capital development, all aimed at creating a robust and comprehensive ecosystem for the ESDM sector.

The upcoming roadshow will provide a crucial platform for key stakeholders from government, industry, and startups to engage in policy dialogues and ecosystem interactions. Shri Dev’s keynote address is highly anticipated, as he is expected to highlight Odisha’s unique potential as an innovation-driven manufacturing destination, building on the state’s growing capabilities in skilling infrastructure and material innovation.

The event will also feature a curated visit to the World Skill Centre and IIT Bhubaneswar’s SiCSem Pvt Ltd, showcasing Odisha’s commitment to nurturing talent and fostering cutting-edge research in the electronics and semiconductor domain. With over 80 representatives from startups, MSMEs, and large enterprises expected to participate, the roadshow under Shri Dev’s active patronage is poised to foster significant collaborations and accelerate the growth of India’s electronics components sector. His vision and determination are central to transforming Odisha into a premier ESDM destination.
