‘Viksit’ Vision On KPI Rolled Out

Bhubaneswar: A significant step toward realizing the “Viksit Odisha – Vision 2036 & 2047” was taken today with a state-level workshop on Key Performance Indicator (KPI) Development.

The event, held at the State Convention Centre, Lok Seva Bhavan, was organized by the Planning and Convergence Department in collaboration with the Strategic Support Unit (SSU) of the Chief Secretary’s Office.

The workshop aimed to finalize a comprehensive KPI framework, which will serve as the foundation for the ambitious vision of Odisha emerging as a growth engine for India by 2047.

Chief Secretary, Shri Manoj Ahuja, along with other senior officials, inaugurated the event. In his keynote address, Shri Ahuja emphasized that a growth mindset and a shared understanding are fundamental to achieving the goals of “Viksit Odisha.” He highlighted that the success of the vision, which was unveiled by the Hon’ble Prime Minister of India, hinges on the quality and relevance of the developed KPIs.

ACS Industry, I & PR, Shri Hemant Sharma, Principal Secretary Works, Food Supply and Consumer Welfare, Shri Sanjay Kumar Singh, Principal Secretary Agriculture, Dr.Arabinda Kumar Padhee, Principal Secretary Urban Development, Smt.Usha Padhee, Secretary Panchayati Raj, S N Girish, Secretary Higher Education, Aravind Agarwal, Secretary Tourism, Balwant Singh, Secretary Co-operation, Rajesh Prabhakar Patil and others attended the Meet.

“A high-frequency, data-driven Chief Minister’s Dashboard will be the cornerstone for tracking progress,” he announced, stressing the need for robust monitoring and accountability. He added that developing a strong, three-tier KPI framework requires direct leadership and deep domain expertise from each department.

To ensure both strategic leadership and technical expertise, three-member teams have been formed from each designated Anchor Department. These teams will consist of the Departmental Secretary, the Nodal Officer for the Vision Document, and a Senior Officer providing programmatic and technical expertise.

The SSU, led by Shri Ansuman Rath, delivered a detailed presentation on a four-tier KPI framework—covering Outcomes, Outputs, Processes, and Sub-processes—and demonstrated a KPI Development Toolkit.

The session concluded with a detailed discussion on next steps for KPI finalization and their integration into the Chief Minister’s Dashboard, with senior officials underscoring the importance of departmental ownership, convergence, and collaboration for successful implementation.
