Bhubaneswar: The State Government has issued a resolution for preparation of Vision Documents for 2036, when Odisha will commemorate the centenary of its formation and for 2047, when India will complete 100 years to independence.
As this milestone approaches, there is an urgent need to craft a visionary roadmap for ‘Viksit Odisha@2036’ that aligns with the broader national aspiration of ‘Viksit Bharat@2047’.
To capitalize on its distinctive strengths and address its evolving challenges, a visioning exercise for “Viksit Odisha@2036 for Viksit Bharat@2047” is being undertaken.
The vision of Viksit Bharat aims to transform India into a developed nation by 2047, marked by sustainable growth, technological innovation, and social inclusivity.
Prime Minister Narendra Modi has envisioned making India a developed India by 2047. In view of this, the State Government is committed to work with the vision of building a developed Odisha by 2036 vis-à-vis the goal of building a developed India by 2047, the Government said in its resolution.
To carry forward this task, a State Level Steering Committee has been constituted under the chairmanship of the Chief Secretary Manoj Ahuja along with Development Commissioner Anu Garg, ACS, Forest, Environment & Climate Change, ACS, Steel and Mines Department, ACS, Tourism Department, Principal Secretaries of Industries Department, Agriculture and Farmers Empowerment Department and Finance, Commissioners and Secretaries of the Department of Health and Family Welfare and the Department of School and Mass Education as members.
The Special Secretary of Planning and Convergence Department is the Member Convener of the committee.
The Steering Committee will provide direction and guidance to prepare a Vision Document for the State on 100th year of its formation in 2036 and for 2047 (100 years of India’s independence), devise its own working procedure and may meet at periodic intervals. The committee may invite eminent citizens, former Chief Secretaries, Odia Diaspora and such other officers and experts to attend the meetings as deemed fit.
To ensure a thorough, multidimensional analysis of sectoral challenges and opportunities, as well as a deep, evidence-based examination of specific thematic areas, these dedicated Sectoral Groups of Secretaries (SGoS) have been formed which will leverage their domain expertise, incorporate diverse perspectives, and synthesize insights from a wide range of stakeholders, including citizens, Civil Society Organizations (CSOs), policymakers, academia, public intellectuals, and industry leaders, among others to develop a comprehensive and robust Vision Document for “Viksit Odisha@2036 for Viksit Bharat@2047”.
These sectoral group of Secretaries will work on thematic areas like Economy, Industries and Infrastructure, Social & Human Development, Culture & Heritage, Technology and Innovation, Good Governance and Rural Transformation.
These groups will devise its working procedure and conduct meeting as and when required. The Working Group will devise the sector wise priorities, goals and strategies for achieving vision 2036 and 2047.
As per the notification, the Working Group may invite such officials and experts as deemed proper to facilitate preparation of sectoral vision plan. Each Sectoral Group of Secretaries have been advised to complete the exercise and submit their report within four months from the date of issue of this resolution.
The Planning and Convergence Department will provide necessary secretarial support to the Steering committees as well as to Sectoral Group of Secretaries.
he Steering Committee will consider the inputs provided by the Sectoral Groups of Secretaries in their reports for the purpose of formulation of the Vision Document.
