Taking a major under 5T initiative, the State Government has decided to issue vehicle documents including LL, DL and RC digitally from New Year (1 January, 2022).
Department of Commerce and Transport has issued a notification in this regard.
Exercising the powers conferred under the Motor Vehicles Act, 1988 and the Central Motor Vehicle Rules, 1989, the Transport Department in Odisha Government has decided to issue paper based RC, DL & other vehicle related documents through digitally signed certificate or through e-signature as specified under the provisions of Information Technology Act, 2000.
To ensure better service delivery to the public and to eliminate the delay in receipt of DL, RC & other vehicle related documents, the Department has decided to develop a portal for the public wherein PDF copy of the vehicle documents can be downloaded by the citizen at his/her convenience.
“This system is aimed at reducing both time & cost for citizens and give the convenience of generating a copy of the document, instantaneously, without the need to visit the office of the RTO or waiting to receive the same by post,” read the notification.
The Transport Department had signed an agreement with New Delhi-based Smart Chip Limited on July 28, 2006 for issue of smart card based Driving Licenses (DLs), Registration Certificates (RCs) along with paper-based documents for Learner’s License, DL, RC, trade certificate, fitness certificate & permit and other services.
The concession period was granted up to 28 July, 2021 has expired and the department is going to terminate the agreement with the company with effect from 31 December 2021.
