Bhubaneswar: The State Government has asked all Departments to include Book Circular-47 in the agenda of the training program for the newly recruited OAS, ORS, OTAS and other officials.
Principal Secretary, Parliamentary Affairs Department, G Mathi Vathanan has written a letter to all Secretaries, Revenue Divisional Commissioners (RDCs), D.G/I.G of Police, Heads of Department, Collectors, SPs on this matter recently.
During a tour to the districts of Deogarh, Sundergarh, Jharsuguda, Bargarh, Sonepur and Boudh, the House Committee on Ethics has expressed their displeasure over the non response of Government officials towards MPs and MLAs.
The Committee observed that the provisions of Book Circular-47 should be included in the agenda of the training program for the newly recruited OAS, ORS, OTAS and other officials by which they can know how to implement the provisions of Book Circular-47, Mr.Mathi Vathanan said in his letter.
The Committee also recommended that the personal staff of the officers concerned should be sensitized on implementation of Book Circular-47.
Therefore, the Parliamentary Affairs Department has requested all senior officers to take necessary steps to implement the recommendation of the Committee under intimation to this Department.
Book Circular-47 speaks about the relationship between Members of Parliament and Legislators and Government Servants. The Circular clearly defined the role & responsibility and behavior to be shown to the elected MPs and MLAs by the government servants.
