Bhubaneswar: Shri Satyabrata Sahu, an IAS officer of the 1991 batch, has been appointed as the new Member of the Board of Revenue in Cuttack.

This structural transition marks a shift from his previous roles as the Additional Chief Secretary to the Government in the Home Department and the Forest, Environment and Climate Change Department.

Shri Deoranjan Kumar Singh (RR-1993) is elevated to the position of Development Commissioner-cum-Additional Chief Secretary and Secretary to the Planning and Convergence Department.

He maintains significant continuity in the state’s disaster management framework by retaining additional charge of the Revenue and Disaster Management Department.

The notification, issued by the General Administration and Public Grievance Department on January 01, 2026, reflects a broader systemic synthesis of administrative leadership.

Shri Hemant Sharma (RR-1995) has been entrusted with additional charge of the Home Department, augmenting his existing leadership of the Industries and I&PR Departments.

To ensure vertical integration in environmental governance, Shri Bhaskar Jyoti Sarma (RR-1999) will now oversee the Forest, Environment and Climate Change Department alongside his duties in the Excise Department and CMD OPTCL.

In the social sector, Smt. Shubha Sarma (RR-1999) expands her portfolio to include the Water Resources Department while continuing as Principal Secretary of the Women and Child Development Department.

Strategic oversight of the state’s emergency response apparatus has been consolidated under Shri Rajesh Prabhakar Patil (RR-2005), who assumes the roles of Special Relief Commissioner and Managing Director of the Odisha State Disaster Management Authority.

At the district level, the government has exercised its socio-legal authority under section 14(1) of the Bharatiya Nagarik Suraksha Sanhita, 2023, to appoint Smt. Madhumita Rath (SCS-2015) as the Collector and District Magistrate of Nayagarh.

Shri Akshay Sunil Agrawal (RR-2019), previously the Collector of Nayagarh, has been transferred to serve as the Collector and District Magistrate of Gajapati.
