Bhubaneswar: Dr. Noonsavath Thirumala Naik, as been appointed as Commissioner-cum-Secretary to Government, School & Mass Education Department. Dr. Naik will join his new role on October 13, 2025 (Afternoon).
Department of General Administration & Public Grievance has issued a notification on October 10, 2025, announcing a series of transfers including Dr. Thirumala Naik.
Dr. Thirumala Naik, IAS (RR-2009), was serving as Vice-Chairman of the Bhubaneswar Development Authority (BDA) with an additional charge as Managing Director of Bhubaneswar Smart City Ltd.
Shri Chanchal Rana, IAS (RR-2014), Commissioner, Bhubaneswar Municipal Corporation, is allowed to remain in additional charge of Vice-Chairman, Bhubaneswar Development Authority and Managing Director, Bhubaneswar Smart City Ltd.
Shri Girish S.N., IAS (RR-2002), Commissioner-cum-Secretary to Government, Panchayati Raj & Drinking Water Department, is allowed to remain in the additional charge of Commissioner-cum-Secretary to Government, Department of Mission Shakti.
Shri Surendra Kumar Meena, IAS (RR-2012), previously holding roles in the Panchayati Raj & Drinking Water Department and the State Institute of Rural Development, is appointed as Additional Secretary to Government, ST&SC Development, Minorities & Backward Classes Welfare Department.
