Bhubaneswar: Shri Kalikesh Narayan Singh Deo, MLA Balangir asked in Odisha Legislative Assembly as to how many IT training centres or coding institutes have been established in the State under theres scheme like Odisha Skill Development Authority (OSDA).

Shri Singh Deo asked in details District wise and what partnerships have been formed with private tech companies to provide job-oriented and will the Government is providing training to youth in Odisha and how many have been employed.

Will the Government give centre wise details of Balangir district and what grievance redressal mechanisms exist to resolve technical issues faced by citizens in using government portals; and ow many complaints related to failed digital transactions, Aadhaar linking errors, or delays in online service delivery was reported in last year?

Minister for Electronics & Information Technology, Dr. Mukesh Mahaling said under the Odisha Skill Development Authority (OSDA), the State Government has partnered with leading IT training organisations such as Coursera, SAP, L&T Edutech, and IIT Delhi to provide digital technology education to college-going youth across Odisha.

Through these initiatives, students of technical institutes, ITIs, polytechnic institutions, and degree colleges under the Higher Education Department are being trained in advanced IT skills. Till date, 129 technical institutions, 43 ITIs and Polytechnics, and 82 Degree Colleges have been covered.

Additionally, the Odisha Knowledge Corporation Limited (OKCL), under the E&IT Department, has established 850 IT Training and Coding Centres across the State in PPP mode. These centres are actively involved in skilling, upskilling, and reskilling the youth to enhance their employability and freelancing opportunities.

In Balangir district, OKCL has set up 21 such centres. Furthermore, 809 youth in Balangir district alone have successfully completed various courses under the Coursera program, said Minister.

For addressing citizen grievances related to government service delivery portals such as e-District, Odisha One, and the Scholarship Portal, assistance is available through the Sanjog Helpline (toll-free: 155335) during office hours.

More than 600 services are currently delivered online through the Odisha One Portal. The portal includes an automated refund mechanism: if an amount is deducted but the service is not delivered, the system automatically initiates a refund to the original payment source.

As a result, complaints related to failed transactions are minimal and most cases are resolved automatically. For other portals, in case of failed transactions, citizens may seek support through the respective helplines.

The Unique Identification Authority of India (UIDAI), Government of India, also has an office in Bhubaneswar that provides necessary assistance. In case of Aadhaar-linking issues, UIDAI directly communicates with residents and provides resolution guidance.
