Bhubaneswar: Odisha Cabinet has approved the implementation of OSWAS 3.0, the next-generation upgrade of its flagship Odisha Secretariat Workflow Automation System. The State Cabinet has cleared the single response bid submitted by TCS Ltd. valued at 1,22,60,25,436.00 rupees, excluding taxes, which covers system implementation along with five years of operational support.
As the cornerstone of digital governance in the state, OSWAS has played a vital role in reducing administrative and procedural delays while establishing an efficient, transparent, accountable, and responsive governance framework. The platform has been successfully expanded down to Block and Tehsil-level offices, accelerating the government’s drive toward complete end-to-end digital file processing and paperless office operations.
During the 2025-26 fiscal year, the rollout of OSWAS 2.0 saw massive expansion into block-level administration, resulting in a 638 percent growth in participating offices and a 247 percent surge in total users. Following the expiration of the previous contract with TCS, the state government determined that a technological leap was necessary and decided to build a modernized OSWAS platform.
The new OSWAS 3.0 platform is engineered on a modern microservices-based architecture and augmented with advanced artificial intelligence capabilities. These innovations aim to enhance system scalability, security, interoperability, and overall effectiveness in public governance delivery.
The procurement process was conducted via a tender floated on the eNivida portal in accordance with established procurement guidelines. Following bid evaluation under Odisha General Financial Rules (OGFR) guidelines and subsequent price negotiations, TCS agreed to the negotiated sum. The proposal was subsequently placed before the Cabinet, culminating in today’s formal approval to initiate the OSWAS 3.0 transformation.
