Bhubaneswar: Supplementary Budget for the remaining month of the current financial year 2022-23 will be presented before the State Legislative Assembly on November 24.
As per a notification issued by the Assembly Secretariat, the Winter Session of the Assembly will commence on November 24 and will continue till December 31 next.
The Session will have 33 working days of which six days have been marked for Private Members business days.
The inaugural day of the session will include the presentation of the first supplementary statement of expenditures for 2022-23. Discussion on demand for grants on statement of expenditure will be held on November 30 and December 1.
The Appropriation bill on the first Supplementary Statement of Expenditure will be presented on December 2.
The Supplementary Statement of Expenditure, 2022-23 is proposed to be an exercise for re-prioritization of the Budget in which the Administrative Departments would be allowed to augment the provision in one unit only by locating equivalent savings in some other unit of expenditure, Finance Department sources said.
In the Supplement Budget, high impact new Capital projects, announcements made by the Government from time-to-time and proposals for enhancing livelihood activities will be fully funded.
The Departments were asked to recoup the advance taken from Odisha Contingency Fund (OCF) in the Supplementary Statement of Expenditure.
The Supplementary Budget outlay of the State in 2020-21 was Rs 11,200 crore. The Supplementary Budget outlay was enhanced to Rs 19,833 crore during 2021-22 financial year. In this trend, it seems that the Supplementary Budget outlay may cross Rs 25K crore this year.
