Bhubaneswar: Additional Chief Secretary of the Revenue and Disaster Management Department, Dr. Arabinda Kumar Padhee, has issued a stringent directive to the Inspector General of Registration to ensure rigorous compliance with legal frameworks governing property registration in Odisha. This move aims to curb the rising trend of performing deed registrations at private residences, a practice that the department views as a departure from the core intent of the Registration Act, 1908, and the Odisha Registration Rules, 1988.
ACS, Dr. Padhee emphasized that home-based registration is an exceptional provision rather than a standard convenience. Under the existing legal provisions, such services are strictly reserved for individuals who are physically incapacitated by illness, under legal custody, or facing other unavoidable circumstances that prevent them from appearing at the Sub-Registrar’s office. The ACS clarified that these procedures must strictly adhere to the protocols outlined in Rules 48 to 52 of the Odisha Registration Rules.
To strengthen administrative oversight, the department has mandated a clear hierarchy for prior approvals. For cases within a district but outside a specific jurisdiction, permission must be obtained from the ADM-cum-District Registrar. If the applicant is located outside the district but within the state, the Inspector General of Registration is the competent authority, while cases involving residents outside the state require direct government approval.
This administrative crackdown, led by ACS Dr. Padhee, serves as a significant step toward institutionalizing transparency and accountability within the state’s revenue administration. By directing all District Registrars to monitor these activities closely, the government intends to eliminate potential procedural lapses and ensure that every registration conducted outside the office is backed by genuine necessity and verified documentation. Failure to comply with these updated guidelines will invite strict disciplinary action.
