Bhubaneswar: With an aim to include more number of beneficiaries under Subhadra Yojana, the State Cabinet led by Chief Minister Mohan Charan Majhi today decided to amend the existing guidelines of the scheme while approving another five proposals.
On August 22, 2024, the State Cabinet had approved the Subhadra-a flagship scheme to financially empower women, and provide safety nets to them and their families with a budget allocation of Rs. 55,825 crores for a period of 5 years.
Till date, more than 1 crore applicants have registered themselves on the portal and More than 60 lakh beneficiaries have been approved in two phases, said Chief Secretary Manoj Ahuja. The other eligible applicants will get the assistance very soon, Shri Ahuja said.
About 2.70 lakh applications have been rejected as they found ineligible during scrutiny, he informed.
While processing the registered applications to find out the eligible beneficiaries from the NFSA/SFSS database it was decided to complete the exercise with the available data.
All applicants have also given a signed certificate that they do not fall in any of the exclusion criteria. Further, there are provisions under the scheme to take legal action and initiate full recovery if it is found that someone has fraudulently taken benefit under the scheme.
The Cabinet has decided to make deviations from the exclusion criteria as listed in the scheme guidelines with respect to applicants present in NFSA/SFSS database in light of the justification provided above and the resultant list of eligible beneficiaries submitted by OCAC.
It was also decided to include CBDC as a mode of providing financial assistance under Subhadra. The government has also decided not to issue any ATM-cum-debit card for Subhadra, Ahuja said.
Further, modification of the guideline will be made in order to include two civil society (non-official) representatives in the block and urban local body levels, who shall be nominated by the concerned chairpersons of the Block/ ULB level scrutiny committee.
The Cabinet has also approved the proposal to implement Samruddhi Krushak Yojana, under which, the farmers who have registered to sell paddy through the existing mechanism of the Department of Food Supplies and Consumer Welfare will be paid Rs 3100 per quintal, including the input assistance of Rs 800 per quintal and the prevailing minimum support price (MSP), the Chief Secretary said.
The paddy seed growers who have registered under the Odisha State Seed and Organic Products Certification Agency (OSSOPCA) and sell paddy seeds through the Odisha State Seeds Corporation (OSSC) Ltd. will also be eligible to avail input assistance under the scheme, he said.
