State Restructures OWS Cadre

Bhubaneswar: Chief Secretary Manoj Ahuja has said that the State Government has decided a significant restructuring of the Odisha Subordinate Welfare Service (OSWS) and Odisha Welfare Service (OWS) cadres.

This decision, approved by the State Cabinet, aims to improve the delivery mechanism for welfare activities targeting Scheduled Tribes, Scheduled Castes, Minorities, and Backward Classes, said he while speaking to Media.

The restructuring comes in response to the increasing demands placed on the Welfare Department due to the launch of numerous new welfare schemes by both the Central and State Governments. The establishment of new Integrated Tribal Development Agencies (ITDAs), Micro Projects, and a rise in the number of residential schools and hostels managed by the department has further necessitated the need for a stronger administrative framework.

The government believes that an enhanced presence of officers at both mid-level and higher levels is crucial to address the gaps that currently hinder the effective implementation of these initiatives, particularly for the holistic development of tribal populations and Particularly Vulnerable Tribal Groups (PVTGs).

To address these challenges, the State Government has initiated a cadre restructuring of the Odisha Subordinate Welfare Service and Odisha Welfare Service, leading to the creation of 24 new posts across various ranks. The breakdown of the new positions is as follows:

  • 2 new posts of Additional District Welfare Officer (ADWO)
  • 11 new posts of Deputy Director
  • 8 new posts of Joint Director
  • 3 new posts of Additional Director

This restructuring is expected to provide the Welfare Department with the necessary manpower to efficiently manage and implement the expanding scope of welfare activities, ensuring that the benefits of government schemes reach the intended beneficiaries in a timely and effective manner.
