Bhubaneswar: The Odisha government has issued a strict directive making the submission of updated Annual Property Statements (APS) mandatory for all government employees seeking promotion or career advancement. According to the official notification, any employee who fails to submit their complete and timely property statement will be treated as “not suitable” for promotion, effectively halting their career progression.
This decision, effective immediately, aims to enhance transparency and integrity within the state administration. The government circular specifies that compliance with the Odisha Government Servants’ Conduct Rules regarding the declaration of assets and liabilities is now a non-negotiable prerequisite for clearing an employee’s file for consideration by Departmental Promotion Committees (DPC).
The APS requires employees to declare details of their movable and immovable properties, including those held in the names of their spouses and dependent children. Historically, while the submission of property statements has been a requirement, the government has now explicitly linked non-compliance to the denial of promotion, giving the rule a critical service consequence.
This move is part of the government’s broader anti-corruption strategy, ensuring that public servants maintain a clean record and that their assets are commensurate with their known sources of income. The order directs all administrative departments to strictly adhere to these guidelines when preparing promotion panels, ensuring that only those employees who are fully compliant are forwarded for further review.
