Bhubaneswar: In a landmark step for pro-people land administration, Shri Satyabrata Sahu, Member, Board of Revenue, has resolved over 200 long-pending land discrepancy cases under the K-7 Plotted Development Scheme. This decisive resolution brings an end to a 35-year struggle involving endless administrative visits, financial hardships, and mental agony experienced by genuine allottees waiting for corrected land records.
The issue traces back to 1991, when the Bhubaneswar Development Authority (BDA) allotted residential plots under the Kalinganagar K-7 Plotted Development Scheme. Although allottees initially received valid allocations, discrepancies arose during the final settlement of 2013–14. The Record of Rights (ROR) recorded varying land areas under the General Administration Department of the Odisha Government and other entities. Consequently, legal owners were forced to navigate administrative bureaucratic hurdles for years to claim official ownership.
To accelerate resolution, Member Board Of Revenue, Shri Satyabrata Sahu prioritized joint hearings for all K-7 cases. A specialized joint field investigation team was formed, comprising officials from the Bhubaneswar Development Authority, General Administration Department, and Revenue and Disaster Management Department. Conducting detailed ground-level verifications, the team matched site measurements with original allotments and submitted a comprehensive report to the Board of Revenue.
Based on the joint verification report and relevant property documentation, the Member, Board of Revenue, finalized over 200 cases on September 10, 2026. Under the binding order, the Bhubaneswar Tahsildar has been directed to correct all relevant land entry errors regarding area and owner names. The Tahsildar must issue corrected Hal Record of Rights (ROR) to all legitimate beneficiaries within a strict two-month deadline.
This verdict ensures that original plot holders secure clean land titles, unblocking their access to basic municipal amenities and public services without further administrative friction. The initiative is widely viewed as an exemplar of citizen-centric land governance in Odisha, setting a precedent for timely public redressal. Furthermore, following the success of the K-7 initiative, the BDA has already initiated preliminary measures to resolve similar land record errors for beneficiaries under the K-8 Plotted Development Scheme.
