Bhubaneswar: The State Cabinet led by Chief Minister Naveen Patnaik on Thursday approved 15 proposals including a historic decision to confer raiyati rights to the sub-tenants /under-raiyats/ successor-in-interests who are in possession of land recorded as Sikkim.
The Cabinet has approved the proposed Bill for amendment of the required sub-section/clause of Section 4 of the Odisha Land Reforms Act, 1960, said Cabinet Minister Niranjan Pujari.
Chief Secretary Pradeep Jena and ACS REvenue & Disaster Management Satyabrata Sahu was present in the Media Briefing.
The sub-tenants /under-raiyats/ successor-in-interests who are in possession of agriculture land and homestead land recorded as Sikkim in Record of Right (RoR) may make application before the Revenue Officer within two years from the commencement of the Odisha Land Reforms Act, 2023 which may also be extended by the Government from time to time, for declaration of raiyati rights over such homestead and agricultural land recorded; as Sikkim, he said.
This period of application in this regard has not been extended since 1977. While making an order, the Revenue Officer shall determine the compensation amount at the rate of Rs.14, 200 only per standard acre to be paid by the sub-tenants /under-raiyats/ successor-in-interests to the land owners, he said.
The Government may revise the compensation amount from time to time. About 3 lakh farmers in 18 districts will be benefited from the move, the Minister said.
In accordance with the decision of the 2nd Heritage Cabinet, the State Cabinet today approved the creation of a separate Directorates of Museum, Archaeology and Public Libraries for the State.
The cabinet also approved creation of new cadres and posts for the new Directorates, informed Satyabrata Sahu, ACS, Odia Language, Literature & Culture Department.
With an aim to promote the Crop Diversification Programme, the State Government has decided to launch Mukhyamantri Maka Mission (MMM) with funding from the State Plan.
The State Cabinet approved a proposal in this regard on Thursday. The Cabinet after careful consideration has been approved provision of Rs 481.94 crore for the coming five years for implementation of Intensive Agriculture Programme Including Revival and Sustainable Intensification of Forgotten Crops under Crop Diversification Programme-a State Plan scheme, said Chief Secretary Pradeep Kumar Jena.
The scheme will be implemented in a more scientific and progressive way which now envisages ease of doing for enhancement of area, production, and productivity of Pulses, Oilseeds, Fibre crops (Cotton and Jute) & Maize, he said.
It will strengthen the Farmers Producers Organization (FPO), WSHG, FIGs for aggregation, marketing, seed rerolling in the State and increase their economic standards with larger benefits, he said.
This scheme includes Mukhyamantri Maka Mission (MMM) in which it has been proposed to enhance the production and productivity of Maize and improve the value chain of Maize marketing.
It will provide ample scope for employment generation in the rural areas and augmentation in the income of the farmers in the State in Agriculture & Allied sectors. The potential of the State under Agriculture and Allied Sectors shall be exploited, the Chief Secretary said.
This will result in rapid modernisation of the agriculture sector tendering new adoption of new Agriculture technology in the farmer’s field.
