Bhubaneswar: In a major push to transform grassroots education, Odisha Cabinet chaired by Chief Minister Shri Mohan Charan Majhi has approved the development of model schools at the Gram Panchayat (G.P.) level under the ambitious Godabarisha Adarsha Vidyalaya (GAV) scheme.
The primary objective of the GAV scheme is to establish high-quality, inclusive education institutions, aligning with the principles of the Right to Education (RTE) Act, 2009, the National Education Policy (NEP) 2020, and the NIPUN Odisha mission. A special focus will be placed on strengthening Foundational Literacy and Numeracy (FLN) skills for holistic student empowerment.
The scheme’s first phase is set to span three years, from 2025-26 to 2027-28, during which a total of 2,200 model schools are planned for construction. This massive undertaking comes with an estimated total financial outlay of Rs 12,000 crore.
While the projected cost per school is approximately Rs 5 crore, the final expenditure for each location will be determined following the preparation of a Detailed Project Report (DPR).
The GAV scheme is heralded as a transformative initiative to create a robust educational ecosystem in Odisha, reinforcing the state’s commitment to providing equal educational opportunities and fundamentally empowering every child through quality infrastructure and innovative teaching practices, supported by active community involvement.
