Pharma Summit Boosts Investment

Bhubaneswar: Chief Minister Shri Mohan Charan Majhi today announced a comprehensive vision to establish Odisha as a leading hub for pharmaceuticals and medical devices in India, positioning the state for innovation-led and employment-intensive industrial growth. The announcement came during the inaugural Odisha Pharma Summit 2025 held in Bhubaneswar, an event organized by the Government of Odisha in association with FICCI.

The summit, described as the state’s first dedicated conclave on life sciences manufacturing, witnessed a strong investor response with the signing of 45 Memoranda of Understanding (MoUs). These agreements represent a significant investment commitment of ₹6,263 crore and are projected to create an estimated 38,406 jobs across the pharmaceutical, medical technologies, and industrial infrastructure sectors.

Addressing the delegates, Chief Minister Majhi stated, “Odisha will be a leading destination for pharmaceutical and medical-device investments – the most competitive hub for innovation and jobs. Yahi samay hai (This is the time).” He emphasized that the state’s strategic coastal location, port-led connectivity, and transparent governance framework provide a unique advantage to attract global investment.

A key highlight of the event was the official launch of the Odisha Pharmaceutical and Medical Devices Policy 2025. This forward-looking policy aims to create a globally competitive, innovation-led, and employment-oriented life sciences ecosystem by offering a comprehensive framework that includes investment facilitation, infrastructure development, research and development support, and targeted incentives for manufacturers. The policy includes provisions for a capital investment subsidy of up to 40 percent on plant and machinery, 100 percent stamp duty exemption, and concessional power supply.

Further strengthening the state’s infrastructure push, the Chief Minister announced the development of two new dedicated industrial parks: a Pharmaceutical Park in the Khordha-Nayagarh region and a Medical Devices Manufacturing Park in Khordha. These parks are planned to be equipped with essential industrial infrastructure, common utilities, and certification facilities to ensure faster project implementation and ease of operation for investors.

The summit saw the participation of over 400 delegates from more than 300 organizations, representing the entire life sciences value chain, including APIs, bulk drugs, diagnostics, vaccines, and healthcare services.

Minister for Industries, Skill Development & Technical Education, Shri Sampad Chandra Swain, highlighted that the event reflects the state’s shift towards a sector-focused industrialization strategy, assuring investors of a compelling value proposition built on progressive policies and a skilled workforce.
