Per-Capita Spending Rises

Bhubaneswar: The per capita expenditure in the State has increased by Rs 4167 in just four financial years due to strong fiscal discipline and strategy by the Department of Finance.

Vishal Dev, Principal Secretary Finance has been continuously monitoring the process and according to official data, the per-capita expenditure in the State has been increased from Rs 23,230 during the year 2018-19 to Rs 27,397 in 2021-22.

The total per head expenditure was increased to Rs 25,354 in 2019-20 from Rs 23,230 in 2018-19. However, it was declined to Rs 23,756 in 2020-21 due to Covid-19 Pandemic.

Maximum portion of the capital expenditure goes to the social service sector as the government has been implementing a large number of social schemes and programmes for the people.

Shri Dev is pushing for social and infrastructure development and in the process spending on capital expenditure is on rise.

Similarly, the per-capita social service expenditure has also gone up to Rs 11,624 in 2021-22 from Rs 9,133 2018-19. In the financial year 2019-20, the per-capita social service expenditure was Rs 10,791, which goes down slightly to Rs 9,752 in view of the Covid Pandemic, the sources said.     

Moreover, the per-capita income in current prices has also witnessed a disciplined growth despite pandemic and global economic slowdown.

The per-capita income increased from Rs 63,345 by the end of 2014-15 to Rs 1.50 lakh by the end of 2022-23. The per-capita income in the State increased to Rs 64,835 in 2015-16, Rs 77,507 in 2016-17, Rs 67,055 in 2017-18, Rs 98,005 in 2018-19.

The per-capita income has crossed Rs 1 lakh to Rs 1,04,741 in 2019-20 and then slightly came down to Rs 1,02,166. Again, it was increased to Rs 1,28,873 in 2021-22 and to Rs 1,50,676 during the last financial year.   

During FY 2022-23, the administrative expenditure was about Rs 89500 crore which is 17 percent higher than that of FY 2021-22. It is proposed to be Rs 94,000 crore for FY 2023-24.

The administrative expenditure will have a growth rate of about 9 to 10 percent in the medium term. This will be mainly driven by expenditure on salary and pension. Both salary and pension constitute about 56 of the total administrative expenditure.

With an increase in life expectancy and looking at the average number of employees retiring every year, pension is likely to grow at 10 percent every year in the medium term. Similarly, salary is also likely to have a growth rate of 10 percent in the medium term.
