Bhubaneswar: At the Global Summit on Blue Economy 2026 in Bhubaneswar, Shrimati Usha Padhee, Additional Chief Secretary, Housing & Urban Development and Chairperson of IDCO, unveiled a comprehensive roadmap for Odisha’s Blue Economy.
This strategic plan is designed to transform the state’s 575-kilometre coastline into a primary engine for sustainable economic growth and maritime innovation. By focusing on coastal resilience and industrial development, the roadmap aims to establish Odisha as a national leader in ocean-based prosperity.
Central to this vision is the concept of Port-Led Urbanisation, which seeks to integrate high-quality urban infrastructure with modern maritime logistics.
Smt. Padhee explained that the state intends to develop specialized Blue Economy Industrial Hubs near major ports like Paradip, Dhamra, and Gopalpur. These hubs are expected to become global centers for investment in emerging fields such as marine biotechnology, green shipping, and AI-enabled maritime management.

The strategy also emphasizes building a digital ecosystem that promotes industrial efficiency and makes it easier for global entrepreneurs and startups to do business.
ACS Smt. Padhee noted that creating future-ready infrastructure is essential for maintaining economic competitiveness while protecting the environment. This approach is intended to make Odisha an attractive destination for sustainable ocean-based enterprises.
To ensure growth is inclusive, the roadmap includes measures to protect coastal ecosystems and improve the welfare of local communities. Key initiatives like seaweed farming, eco-friendly marine tourism, and integrated coastal zone management are highlighted as ways to generate sustainable livelihoods.
By blending modern innovation with Odisha’s rich maritime heritage, the state aims to achieve a balanced development that benefits both the economy and the environment.
