Bhubaneswar: A significant collaboration was officially launched today in Bhubaneswar as the National Institution for Transforming India (NITI Aayog), the Government of Odisha (GoO), and the Institute for Sustainability, Employment and Growth (ISEG) Foundation signed a Statement of Intent (SoI) to accelerate a clean energy transition in the state.
The tripartite agreement, signed by Shri Manoj Ahuja, Chief Secretary, Shri B. V. R. Subrahmanyam, CEO, NITI Aayog, and Dr. Shirish Sanke, Director & Founding Partner, ISEG Foundation, initiates a strategic partnership focused on developing and implementing a Strategic Roadmap for a cost-effective Energy Transition Plan and Projectization in Odisha.
Development Commissioner, Smt.Anu Garg, Principal Secretary Energy, E&IT, Shri Vishal Dev and others joined the program.
This initiative is designed to align with the state’s vision of Viksit Odisha 2036 and 2047, with the goal of making the power sector more accessible, sustainable, self-reliant, and environmentally responsible.
The partnership will utilize the ASSET (Accelerating Sustainable State Energy Transition) Platform, an initiative by NITI Aayog in collaboration with the Ministry of Power and the Ministry of New and Renewable Energy. The ASSET platform is intended to assist states in creating energy transition blueprints, scalable solutions, and institutional capacity building, while also helping to secure climate financing.
Key objectives of the initiative include promoting cleaner and cost-effective energy generation, enhancing energy access through a smarter and more resilient transmission and distribution system, integrating advanced technologies in energy management, storage, and end-use, and mobilizing sustainable climate finance.
Under the agreement, NITI Aayog will provide strategic guidance and facilitate stakeholder collaboration. The Government of Odisha will lead the on-the-ground execution, ensuring data availability and inter-departmental coordination. The ISEG Foundation, acting as the Strategic Partner, will contribute technical expertise to develop energy demand-supply scenarios, renewable energy strategies, and implementation frameworks, including establishing an “Energy War Room” for project execution.
To oversee implementation, a Central Oversight Committee, chaired by the CEO of NITI Aayog, and a State Steering Committee, led by the Principal Secretary (Energy), Government of Odisha, will be formed to monitor progress and offer strategic direction.
This collaboration marks a joint commitment to a greener, more resilient future for Odisha and is expected to serve as a model for collaborative, data-driven, and scalable energy transition approaches across other Indian States.
