Om Birla Expresses Anguish

New Delhi: The fifth session of the 18th Lok Sabha, which began on July 21, 2025, concluded today, with Speaker Shri Om Birla delivering a valedictory address in which he expressed deep anguish over continuous and planned disruptions that plagued the proceedings. The session, which was originally scheduled for 120 hours of work, was able to function for only 37 hours.

In his address, Shri Birla lamented that the session was marked by pre-planned disruptions, sloganeering, and the display of placards, which he stated, “harm the dignity of parliamentary proceedings.” He emphasized that such conduct is not in keeping with the decorum of Parliament and sends a wrong message to the citizens.

The Speaker highlighted the high expectations the public has from their elected representatives and urged them to utilize their time in the House for serious and meaningful discussions on issues of public interest and on important legislations. He reminded members that debate and dialogue are the cornerstones of a healthy democracy, and that the House provides a platform for such purposeful deliberations.

Shri Birla noted that while 419 starred questions were listed for oral answers during the session, only 55 could be taken up due to the persistent disruptions. He also informed the House that 14 government bills were introduced and 12 bills were passed during the session.

The Speaker’s remarks underscored a recurring concern about the declining standards of parliamentary conduct and the need for all political parties and members to seriously reflect and introspect on their role in upholding the dignity of the institution. He urged members to set a positive example for the nation and the world through their work and conduct, both inside and outside the House.

With the fifth session now adjourned sine die, the focus shifts to the future, with a call from the Speaker for all members to contribute to building healthy parliamentary traditions and ensuring that the House functions with dignity, decorum, and civility.
