OESA To Retd. EIC: Step Aside

Bhubaneswar: The Odisha Engineers’ Service Association (OESA) has formally appealed to Er. Chandrasekhar Padhi, OSD-Cum-Engineer-In-Chief, to decline his recent post-retirement re-engagement as the Engineer-In-Chief (EIC) of Water Resources, Odisha.

In a strongly worded letter the OESA, led by President Er. Biranchi Narayan Pradhan and General Secretary Er. Trinath Behera, Joint Secretary-cum-Treasurer Er.Prafulla Kumar Behera and others expressed “immense pain to the members of OESA” over the re-engagement.

The Association highlighted that the re-engagement was made vide DOWR Notification No. PT1-WR-FEI-HR-0012-2021 17920/WR dated February 3, 2023, for a cadre post.

The OESA’s letter denounces the State Government’s decision, stating that the Association has already moved the “Hon’ble Chief Minister Odisha for “Review and Reconsideration” of the decision, emphasizing its commitment to safeguarding the interests of serving engineers in the state.

The Association further cited a previous appeal made on November 6, 2019, where engineering professionals were urged not to accept or show interest in post-retirement engagements in regular cadre posts.

While acknowledging and appreciating Er. Padhi’s past valuable contributions and services to the OESA, the association’s letter expresses a clear hope that he will withdraw his decision to assume the re-appointed cadre post.

The OESA suggests that Er. Padhi could continue contributing to the State Government in other capacities for the state’s development, thereby receiving a “welcome” from the association.

OESA is consistent and long-standing stance on this issue, aiming to protect opportunities for serving engineers.
