Odisha’s Skyward Ambition

Bhubaneswar: Odisha is charting an ambitious new flight path, aiming to transform its aviation sector into a key driver of economic growth.

This push is underpinned by a series of strategic policies and a significant financial commitment, as detailed out by Principal Secretary of Commerce & Transport, Smt.Usha Padhee in the Eastern States Ministers Conference On Civil Aviation held here on 25 August.

The state is setting its sights on having 15 operational airports by 2036, a milestone aligned with the broader “Viksit Odisha-2047” vision.

Odisha’s aviation strategy is built on a foundation of forward-thinking policies. The state’s Civil Aviation Policy of 2022 and the New Destination Policy of 2024 are designed to foster greater air connectivity and attract investment.

The New Destination Policy, in particular, aims to connect new and underserved locations, expanding the state’s aerial footprint.

In a significant move, the Industrial Policy Resolution of 2022 formally recognizes aviation and Maintenance, Repair, and Overhaul (MRO) facilities as a “Thrust Sector.”

This classification offers a range of incentives and support to businesses in these areas, encouraging the development of a robust aerospace ecosystem within the state. This strategic recognition is expected to attract major players and generate high-skilled employment opportunities.

A centerpiece of the state’s aviation masterplan is the newly announced B-MAAN (Building and Management of Aviation Assets and Network) initiative.

This five-year plan, backed by a substantial budget of ₹4,200 Crores ($500 million USD), is dedicated to accelerating aviation infrastructure development and skill enhancement.

Key objectives of the B-MAAN initiative include: Developing new airports and upgrading existing airstrips to create a comprehensive air network across the state. This includes work on a world-class international airport in Puri and expansion of the Jharsuguda airport. The goal is to have 15 operational airports by 2036.

Establishing an aviation training center to create a skilled workforce. The government has also announced a “Cadet Pilot Program” under the initiative to provide specialized pilot training to tribal girls.

Setting up a state-of-the-art MRO facility, which is a key component for becoming an aviation hub. An agreement has already been signed with a leading MRO service provider for this purpose.

The state’s multi-faceted approach, encompassing policy support, financial commitment, and a clear vision for the future, positions it as a significant player in India’s rapidly growing aviation sector.

The focus on developing infrastructure and nurturing local talent is expected to drive economic prosperity and job creation, bringing the “Viksit Odisha-2047” vision closer to reality.
