Odisha’s Maritime Sector Surges

Bhubaneswar: Odisha is rapidly transforming its maritime sector, positioning itself as a leading hub for trade, logistics, and industrial growth in India. Spearheaded by the Odisha Maritime Board and guided by the Commerce & Transport Department, the state’s policy-driven approach and significant investments in port modernization are yielding substantial economic benefits and creating a robust, port-linked ecosystem.

Under the visionary leadership of Usha Pahdee, Principal Secretary Commerce & Transport, Odisha is steadily emerging as a rising maritime hub, driven by a clear vision, robust policy direction, and an unwavering commitment to inclusive, future-ready infrastructure, all aligned with the state’s broader goal of a Viksit Odisha by 2036 for a Viksit Bharat by 2047.

The state’s maritime trade and logistics capabilities have seen remarkable strengthening, both domestically and internationally. Non-major ports in Odisha have collectively achieved a cargo handling capacity of 80 MTPA (Million Tonnes Per Annum). Notably, Dhamra Port handled 46.08 MTPA and Gopalpur Port managed 06 MTPA cargo in the fiscal year 2024-25, contributing a significant revenue of INR 306.15 Crore to the State exchequer. Furthermore, Paradip Port Authority, the major port in Odisha, has reaffirmed its position as the largest cargo handling major port in India, processing an impressive 150.41 MTPA cargo in FY 2024-25.

The introduction of advanced port technologies and deeper berths is opening new avenues for trade and regional integration. Improved international connectivity through Dhamra and Gopalpur ports has solidified Odisha’s role as a crucial hub for global commerce, enhancing export-import ties and market access. Domestically, a renewed focus on coastal shipping routes and feeder services has bolstered connectivity to industrial and agricultural centers, ensuring seamless last-mile delivery of goods.

Odisha’s commitment to supporting industrial growth through specialized maritime infrastructure is evident in recent concession agreements. A significant agreement with JSW Utkal Steel Limited for a captive jetty to handle cargo for its Integrated Steel Plant is set to bring a whopping investment of INR 2,104 Crore and generate nearly 3,450 direct and indirect employment opportunities. Additionally, the revised concession agreement with Gopalpur Ports Ltd., reflecting a 95% equity share change to Adani Ports & SEZ, is projected to attract an investment of INR 16,554 Crore and create approximately 5,000 direct and indirect jobs. These initiatives underscore the state’s holistic strategy for economic development leveraging its extensive coastline.

The state’s maritime strategy is distinguished by its emphasis on sustainability, integrated logistics, and network viability, coupled with a strong focus on safety and skill development. The pioneering focus on multi-modal logistics integration at these ports is not only improving operational efficiency but also laying the groundwork for well-planned, sustainable port development across the state.

To address the demand for a skilled maritime workforce, the government has installed advanced simulators at the Crew Training Institute Chandbali and Odisha Maritime Academy, providing realistic ship operation simulations. In a bid to enhance safety in inland water transport, the Directorate Ports & IWT has distributed nearly 35,000 life-saving equipment, including lifebuoys, life jackets, and fire extinguishers, to boat owners with a substantial 95% subsidy.

By creating new opportunities for trade, manufacturing, and employment, Odisha’s maritime policy is actively bridging regional disparities and integrating aspirational coastal districts into the mainstream growth narrative.
