Odisha Vision For 2036 Mobility

Bhubaneswar: In a significant stride towards fostering clean and sustainable mobility, the Government of Odisha’s Commerce & Transport Department and Energy Department today convened a high-level brainstorming session to deliberate on the highly anticipated Odisha Electric Vehicle (EV) Policy 2.0.

The joint meeting, co-chaired by Shrimati Usha Padhee, Principal Secretary, Commerce & Transport, and Shri Vishal Kumar Dev, Principal Secretary, Energy, Electronics & Information Technology, brought together senior officials to strategize on advancing the state’s electric mobility transition and achieving ambitious targets.

A key resolution from the session is the ambitious aim for at least 50% Battery Electric Vehicles (BEVs) in all new vehicle registrations by 2036. This target underscores Odisha’s commitment to rapidly scaling up EV adoption, building on the notable increase in EV registrations from 1.16% in 2021 to a significant 8.71% as of June 20, 2025.

Odisha is actively bolstering its EV infrastructure, currently boasting over 550 Public Charging Stations (PCS), including captive setups by two-wheeler OEMs, DISCOMs, and Oil Marketing Companies. The State Transport Authority (STA) has already issued a Request for Proposal (RFP) to strategically develop more EV charging stations across the state.

The upcoming Odisha EV Policy 2.0, a revision of the 2021 policy, will incorporate several key elements designed to accelerate EV adoption and infrastructure development. These include:

  • Extension of validity and enhancement of incentives for EV buyers and Charge Point Operators (CPOs).
  • Incentivization of empaneled CPOs from the state budget on a first-come-first-serve (FCFS) basis.
  • Exploration of measures on Internal Combustion Engine (ICE) vehicles to create a dedicated EV fund, supporting both adoption and infrastructure growth.
  • Accelerated rollout of PCS in urban and semi-urban areas to effectively address range anxiety.

A holistic approach is being adopted, focusing on boosting both the supply (manufacturing ecosystem) and demand (consumer incentives) to ensure balanced and inclusive EV growth. Odisha will also actively leverage the Government of India’s PM e-DRIVE Scheme to provide crucial financial assistance for EV adoption, with the Commerce & Transport Department having already submitted suggestions for inclusion in the scheme guidelines. This initiative aligns with the broader Odisha Vision 2036, which targets 50% adoption of Electric and Alternate Fuel Vehicles by 2036.

The session emphasized the critical role of an integrated and data-driven approach in designing the EV Policy 2.0. Insights gleaned from the implementation of the current policy, valuable industry inputs, and robust inter-departmental coordination will form the foundation for this revised policy.

This forward-looking initiative unequivocally reiterates the Government of Odisha’s commitment to promoting green mobility, substantially reducing carbon emissions, and transforming the state into a model EV ecosystem for the entire country.
