Bhubaneswar: In a significant move aimed at streamlining property transactions and fostering development, the Odisha government has unveiled the Odisha Development Authorities (ODA) (Planning & Building Standard) Second Amendment Rules, 2025.
Usha Padhee, Principal Secretary Housing & Urban Development has brought out the notification. The new regulations permit the part sale of plots and the sale of land parcels up to 500 square meters without requiring prior approval from authorities.
The amendment is set to bring considerable relief to landowners and prospective buyers by simplifying the often-cumbersome process of land transfer. This change is expected to significantly ease land transactions across the state and stimulate localized development.
However, a crucial caveat remains: plots sold under these new provisions cannot be utilized for large-scale real estate development projects. This restriction aims to prevent haphazard growth and ensure adherence to planned urban development, while empowering individual property owners.
Under the updated rules, family-owned plots divided among relatives will also benefit from an exemption from standard layout regulations, facilitating smoother property distribution within households. Furthermore, agricultural lands will retain their agricultural status and be exempt from subdivision regulations.
The government has also introduced a legalization process for plots split without prior approval, provided they have proper road access and necessary fees are paid. The amendment also simplifies benchmark land value calculations, making fee assessments more transparent and accessible through online land valuation resources.
Experts anticipate that these regulatory changes will not only clear existing backlogs in plot registration but also streamline the approval process for various construction projects, ultimately contributing to a more organized and sustainable urban growth in Odisha.
